Effectiveness is enabled by having the right number of resources, the right personalities and skill sets relative to the key roles in the program. We see 4 distinct roles: the strategist, the recruiter, the fulfillment specialist, and the content/database manager. Sometimes these are held by a single reference manager, other times by a team.
